Actually, two people said these words.
One was Aragorn, at his coronation.
However, if you mean who first said them, that would be Elendil.

Earnur, the last king of Gondor, went to Minas Morgul in an attempt to do battle with the Witch King. He of course never returned and left no living heir in Gondor. The Stewards held lordship over the nation until the return of king elessar

Yeah, kinda figured I wouldn't get away with that answer. The exact riddle confuses me as to which answer to choose, but that's probably the point.
