We can have a guild house and a personal house, assuming we have the wherewithal. At first, they can be located in the Shire, Bree, or the deep woods near Rivendell.
I suggest the permanent guild house be located in this first area of the Eriador region, rather than planning for it in a later expansion area. Some kinships are planning on Gondor or Rohan, not even available in the basic package or the beginning.
The house should also be near a landmark, such as a particular spot on the King's Road, where a first-time hunter can find it with reasonable directons perhaps posted to the web site, or a runner can easily be sent to guide him in.
I suggest the deep woods near Rivendell, as having sufficient room for any number we might want to gather for a quest, raid, or elevenses at any stage of the game. We might have to swap out sentry duty to keep our group safe from not only monsters but elven guards. We may be able to hide the stranger types of our group, as they are added, better than in a town.
Bree is another possibility, since it is friendly to both men and hobbits. But it is liable to be more crowded and harder for us to slip odd races past, as they are added. I'm not sure how friendly it would be to elves.
In the Shire, too many of us would stick out.

So, we could try to set up personal homes at intervals where the faithful could stop in at need or for local guild gatherings. Or elevenses.
