Varda and I had a very brief exchange over tell chat about Mordor gear. The crux of the discussion was related to the distribution of points towards secondary stats like Physical and Tactical Mastery etc from base stats like Agility and Will. Here are my thoughts on the matter.
When I arrived in Mordor I thought that the essence gear would be basically the same as it was in Ithilien; basic stats like Will, Agility, Fate etc. would contribute to secondary stats like Finesse, Tactical and Physical Mastery etc. That was until I met a fellow LM who declined to invite me into his T2 raid after hearing my stats. I was like 'ok, tell me how I can make this work'. He promptly pointed me towards this site dadislotroguides.com/ . In particular he suggested that I read the article called 'Gearing for Success' - dadislotroguides.com/u21-mordor-gearing-for-success/
I was like "no, this can't be accurrate...". So, begrudgingly I spent RL money and bought some Essence Removal scrolls (yeah I know now you can get them with Marks and Medallions etc.) and un-slotted all of my Will essences and replaced them accordingly with Tactical Mastery, Finesse, Resistance & Tactical Mitigation. And upon the advice of my LM mentor, I swapped my pocket item and my necklace to Agility based in order to get the Finesse stats. I was then told "stop no!" Resistance can be slotted purely from Virtues so I'm working on re-tooling my Virtues. Off the top of my head Honour is one Virtue whose main stat is Resistance. With the gear I have now, mainly 330 ash gear, I have pretty solid T2 stats save for Finesse which is 96K and still well below the recommended 170K. My essences are all crafted essences save two Abyssal. I think I will eventually un-slotSo with dropped gear and Abyssal Essences distributed across the board, my survivibility.
If anyone ever comes across Landy's favourite Warden Fezstab, have a look at his gear and the way he's done it.
I have cut & pasted a excerpt from the aforementioned article.
I'm not sure if this is 100% true but it seems to have worked for me. I look forward to your thoughts on this!

Essences
With U21: Mordor there are new essences. As of this writing there are yellow versions (Dark Essences and Empowered Dark Essences) from drops and purple versions (Shadow Essences) from crafting.
Vitality is better than Morale in all cases.
Main stats (Might, Agility, and Will) no longer outweigh pure Mastery.
The rest really depends on your level, class, build, Shadow Effect, and difficulty level (T1 vs. T2C).
Stats – Some Generalizations:
See here for the level 115 U21 Stat Caps.
All Classes
Mitigations should be as close to capped as you can for the content you are running (T1 vs. older T2C vs. upcoming T2C). Light classes will have an easier time of this than Heavies. Get it as close as you can without suffering elsewhere.
Vitality should be used to beef up Morale.
DPS Classes
Finesse is important; shoot for a min of 20%
Up your Crit. With the current gear you are unlikely to cap it without suffering elsewhere. Shoot for a min of 20%.
Get your Mastery up
Tank Classes
Cap your BPE (13%)
Balance your Partial BPE with Vitality; both are important
You will need Finesse (10-20%)
Slot some Incoming Healing (or get it via gear stats)
Healers
Up your Crit. With the current gear you are unlikely to cap it without suffering elsewhere. Shoot for a min of 20% as you get better gear you will want to be maxed (25% + trait bonuses).
Beef up Morale via Vitality
Ignore slotting Outgoing Healing essences as it does very little overall compared to other essence choices
Ignore Tactical Mastery as it does little to increase Outgoing Healing
Consider slotting some Incoming Healing to boost your own survivability
Best In Class
Head – Allegiance
Shoulders – Crafted / Lootbox
Cloak – Allegiance
Chest – Quest Item
Gloves – Allegiance
Legs – Quest
Boots – Ash
