If you're talking about what appears next to the server name, the "RE" means "Roleplay Encouraged". If memory serves, the story goes something like this:
Back when LotRO first launched, the EU version of LotRO was managed for Turbine by Codemasters. They made a server or two official Role-play (RP) servers. Turbine didn't do the same here in the US, so Landroval became the "official unofficial" Role-play server by decision of the players.
Later, when Turbine decided to merge all their servers into a single global service and took over the EU servers, they promised nothing would change for the EU base, so of course they weren't going to take the "RP" tags off the EU servers that had them. Some Landroval players were concerned this would result in role-players gravitating to those servers, leaving Landroval desolate, and requested that Landroval be given the "RP" tag. For whatever reason, Turbine didn't want to do that. In the end, the "RE" tag was a compromise.
The "US" would of course mean "United States" :} Although I believe it actually says "EN-RE" indicating it's an English-speaking server.
